This game is meant for children. However, the average 「外人さん」 can also take advantage of this game to learn 1006 basic kanji.
The clear advantages of this game (and for the most part its previous version) over traditional self study –at least in my own case– are,
1. Helps defeat procrastination, as you only need to turn on your console and commit 5 minutes to find out if today it feels like it's even worth the effort.
2. Instant feedback and gamification: knowing straight away if your attempt at writing a character is legible turns that defeated procrastination into willpower, as you only really need to focus on writing using the right stroke order and character proportions. To this end there are 3 tools, namely
a) The input area is a 4x4 square grid, so you have visual clues to help you with stroke position, length and direction (this is a classic visual aid to learn kanji)
b) Stroke order Aid: there is a button to show you how a kanji is written, with an animation of the different strokes on the second screen.
c) Template Aid: toggle a character template on the main screen so you can trace the character (useful if you've been trying a new character but not making any progress)
d) Once you are happy enough with your attempt at a kanji, the program will give you a score ranging from 0 to 100. So here's where your mind switches from "I don't want to do this" to "I'm not moving on to the next character until I get at least 95 points in this one!!!"
e) After the points there's a review screen with optional feedback, such as stroke accuracy.
f) In the case of kanji characters, you can also see a basic dictionary entry with the readings and examples.
And this is just the study mode, there are also drills to test your progress learning the readings and so on.
This newer version includes features that will prove useful to the foreign learner of Japanese, i.e. the dictionary and stroke order optional feedback (the one after getting a score in the study session, that is) are missing in the previous version. Also full hiragana and katakana practice, though not 100% useful for foreigners as you don't know what sounds they represent, so you rely on an external aid – in which case I'd hint that mnemonic approaches to learning hiragana and katakana make things far more manageable (and memorable).

タッチペンで漢字の書き取り練習ができます。高校レベルから幼児向けのかな練習まで細かくレベルが分かれていて自分にあった練習をすることができます。
パネルに練習する字が一覧で表示されていて、練習して合格した字は色が変わるので進み具合が一目でわかります。学習の進捗の管理がしやすくなっています。
BAD/REQUEST
書き取りの合否の判定がよくわかりません。ほぼ完璧に書けているように見える字が不合格判定されることがあります。複雑な字ほどその傾向が強く、寡や閑などは20回以上書いても合格がもらえませんでした。
タッチペンで書くエリアが広く、純正タッチペンの長さでは子供は書きにくそうです。DSライトでそうでしたので、画面が大きなLLなどでは尚更だと思います。見本は大きく表示してくれて良いのですが、書きこむエリアの大きさにはもう少し配慮が欲しいと思います。
漢検のシミュレーションができますが、既に書いた通り文字の認識がスムースでないので、時間内に問題が終わりません。
COMMENT
パネルの色が変わっていくので、継続意欲は比較的わきやすいのですが、どうしてもクリアできない字があるので結局意欲を失ってしまいます。
幼児や小学校低学年の子には良いかもしれませんが、複雑な漢字が増えてくる小学校高学年以降には向きません。
また漢検の練習にもあまり向きません。
